RURAL POVERTY ERADICATION PROGRAMME

The Rural Poverty Eradication Programme was launched in 2006 with the aim to reduce the widespread poverty in Armenian border villages through an integrated approach.

The programme will provide necessary intervention such as infrastructure rehabilitation and technical support, and in partnership with the residents of the villages will support the economic development of rural communities in order to enable their sustainability and viability.

"If we want to ensure that these rural communities are not destined to remain stagnant, permanent pockets of poverty, if we want to ensure that Armenians are not born into a cycle of poverty, then we .. must take practical steps.. towards an improved quality of life for our rural citizens." - Vartan Oskanian, Minister of Foreign Affairs.

CANADIAN DUNDEE PRECIOUS METALS INC. ACQUIRES 80% OF KAPAN MINING PROJECT

Canadian Dundee Precious Metals Inc. completed the transaction previously announced on August 10, 2006, with Vatrin Investment Limited (“Vatrin”) with respect to the acquisition of 80% of the Kapan Mining Project, located in Southern Armenia, for US$22 million, plus an additional US$10 million investment commitment for mine expansion.

The Kapan Mine is located approximately 1.5km from the town of Kapan and some 320km south of the Armenian capital of Yerevan. It has annual production of 300,000 tonnes of ore from its current underground operations, which DPM intends to expand in order to maximize the present mine milling capacity of over 1 million tonnes/year. The concentrate produced at Kapan is readily saleable due to the lack of impurities or deleterious elements.

Dundee Precious Metals Inc. is a Canadian based, international mining company engaged in the acquisition, exploration, development and mining of precious metals. It currently owns the Chelopech Mine, a producing gold/copper mine, and the Krumovgrad Gold Project, a mining development project, both located in Bulgaria, and is engaged in mineral exploration activities in Serbia. In addition, Dundee owns a 100% interest in the Back River gold exploration project in Nunavut, Canada and an 80% interest in the Kapan Mining Project in Armenia. The Company also holds a significant and strategic portfolio of investments in the precious metals and mineral related sector.

RALPH LYSYSHYN APPOINTED NEW CANADIAN AMBASSADOR TO ARMENIA

Born in Canora, Saskatchewan, Ralph Lysyshyn graduated from McGill University (1969) and University of Alberta where he did his MA and Doctoral Studies in English literature.

He joined the Department of External Affairs in 1972. Since 2002 he has been the Ambassador of Canada to Poland and Belarus.

Earlier he had a distinguished career in the Department of Foreign Affairs and International Trade in Ottawa (Head of Section, Eastern European Division; Director, Arms Control and Disarmament Division); he was also a policy advisor to the Prime Minister at the Privy Council Office, Director General, International Security & Arms Control Bureau and President, Forum of Federations. His international career took him to Moscow where he was Third/Second Secretary at the Canadian Embassy (1974-1976); later he held positions of Counsellor, Canadian Embassy, Washington (1982-1986), Head of Chancery, Canadian Embassy, Lagos (1979-1982) and Deputy Permanent Representative, Canadian Delegation to NATO, Brussels (1990-1994).

H.E.Mr. Ralph Lysyshyn is married to Susan Margaret Lysyshyn and they have three children.

As Ambassador Extraordinary and Plenipotentiary of Canada to Armenia Ralph Lysyshyn succeeds Mr. Christopher Westdal.
